According to my proposal there are over 25.000 undocumented persons willing and able to pay a US $3,000 yearly flat fee to government to be permitted to stay and work in St Maarten without the possibility of becoming  naturalized Dutch citizens.
In a time when our island faces a catastrophic economic slow down, one must conclude that government will need all extra revenue to fill the expected  hole in its budget while negotiations continue with the Dutch Government in The Hague to formalize St. Maarten's new constitutional status as a neo-colonial entity within the Dutch Kingdom.
An outside-the-box way to prevent any future revenue shortfalls in the budget would be for government to adopt the suggested proposal of "Pay to stay" as an exempt extraordinary measure within the present Executive Council's new employment permit policy ("NEPP").

My dear friend PRIEST, this is another one of the many great and very logical one proposals you have made during many years.
Allow me to suggest that this 'Pay-to-Stay' concept should be an integral part of a more comprehensive socio-economic equation, such as our concept of a 'MARSHALL PLAN' for our island.
Glad you are back writing, keep the hope alive.
